Speaking at the Congress of 55 left and centrist parties in Caracas in November, 2009, Hugo Chavez unveiled the initiative to establish the V International. However, the Caracas Commitment produced by the forum contain no mentioning of the V International.

Critics who have planted themselves firmly on the sidelines have been lobbing all kinds of disapproving missives at Venezuela's President Hugo Chavez’ call for a new international, urging others who have been carried away by enthusiastic support to join them on the sidelines.
The Farabundo Marti National Liberation Front (FMLN) acknowledges and welcomes the initiative of the United Socialist Party of Venezuela to promote a new space that has become known as "V [Fifth] Socialist International”: to promote the path of socialism as the way to guarantee human development.

It seems more than a coincidence that two important conferences of the international left took place last month, in November 2009. One, the 11th International Meeting of the Communist and Workers’ Parties was held in Delhi, India and the other, a World Meeting of Left Parties, met in Caracas, Venezuela.
Addressing delegates at the International Encounter of Left Parties held in Caracas, November 19-21, Venezuelan president Hugo Chavez stated "the time has come for us to convoke the Fifth International." Faced with the capitalist crisis and the threat of war that is putting at risk the future of humanity, "the people are clamoring for" greater unity of left and revolutionary parties willing to fight for socialism, he said.
