In the US industrial cities since their beginning it has been block and ward organization of the poor and working class districts which has provided the labor-fakir (capitalist nevertheless) parties the votes to take command. In New York, Chicago, and elsewhere the Ward bosses are held responsible to see that those eligible to vote in their wards are turned out on election day and failure to do so will mean loss of their jobs, patronage and probably even more dire consequences. You don't wait for people to show up. You go get them and bring them to the polls and take them back and account for their number to your boss. That is the way elections work. If that wasn't done then that is the problem. It doesn't need to be dressed up with ideological bull.
