Who Will Accuse the Accusers? Statement in Defense of Venezuela

The Network of Intellectuals and Artists in Defense of Humanity  (REDH) responds to a recent statement released by leftist academics criticising Venezuela's Bolivarian Revolution as "authoritarian". The REDH accuses the signees of fetishising liberal democracy and of overlooking the importance of class struggle and US imperialism in their critique.

The Network of Intellectuals and Artists in Defense of Humanity (REDH) responds to a recent statement released by a group of leftist academics criticising Venezuela’s Bolivarian Revolution as “authoritarian”. The REDH accuses the signees of fetishising liberal democracy and of overlooking the importance of class struggle and US imperialism in their critique.

Statement 

Under the implicit stance of “J’accuse,” and just a few hours before an Organization of American States [OAS] meeting to once again discuss intervention in Venezuela; more than a hundred Latin American, European and American intellectuals and academics recently signed a petition entitled “An urgent international call to stop the escalation of violence in Venezuela.”

This petition outlines an entire declaration of principles in relation to the signees’ position on the Bolivarian situation; putting forward diagnoses, attributing responsibilities and prescribing an exit from the crisis taking place in the Caribbean country.

We will not offend the intelligence or morality of the signees (some of whom have long been respected in the critical academic world) by questioning their political commitment or their interpretive powers. We will assume each statement of the declaration for what it is: an incorrect thesis on the the Bolivarian process of Venezuela. As such, we will submit it to analysis, revealing that the prosecutors can and also should be accused.

Intellectuals, apart from pontificating from the ivory towers of academic institutions, must also be accountable for what they have got right and what they have got wrong in this dramatic and continent-wide impasse: which could either mean the conservative closure of  rising political processes, or be the calm before a second possible wave of the progressive left in the region.

The abstention, pedagogical incapability, or misjudgments of intellectuals when it comes to making accurate judgements will not insulate them from the blowback of a defeat for the Latin American popular classes. 

The concept of “fourth-generation war” or “low-intensity warfare” is not just hyperbole to emphasize the intensity of this specific conjuncture. Rather it is a description of the entire insurrectional strategy of U.S. imperialism to wear away the most steadfast jewel in the crown: the efforts of the Venezuelan revolution which, just as Cuba, has challenged the colonial aspirations of the US in its backyard.   

This is even more evident if we take into account the vital economic and geopolitical importance of Venezuela to the recently elected Republican administration of President Donald Trump. Venezuela has been able to re-align progressive and leftist experiences and bind them together more tightly towards the limits of the possible, and within a bold policy on Latin American integration; for example, in countries’ sovereign control over important strategic resources for development projects, such as oil or biodiversity. 

Only the fall of Venezuela, the midwife of this new historical cycle, can seal its irreparable closure. The United States has understood this, but some of our most prestigious scholars have not.  

Venezuela seems to find itself in the precise and painful transition between two of the stages analyzed by Antonio Gramsci in his analysis of a correlation of forces (that is, an analysis of the degrees of organization, class consciousness and cohesiveness reached by antagonistic social groups). 

A long time ago Venezuela’s Bolivarian Revolution effectively moved away from a merely economic corporative moment towards a political moment, through the formation of a popular identity common to all the popular classes (Chavismo) and its total confrontation with the ruling classes. The failed 2002 coup, the disrupted oil strike and the recognition of Socialism of the 21st Century, are milestones along this path. 

However, this political moment up to 2013, and the consequent hegemonic impasse between social blocs, began to come unravelled with the death of former President Hugo Chavez, and culminated with an intensification of an international siege following the electoral defeat of Kirchnerism in Argentina and with the institutional coup against former President Dilma Rousseff in Brazil. 

The third moment analyzed by Gramsci; the inevitable political-military moment which we are plunging into, paradoxically was reached not only through the radicalization of Chavismo from within, but also through the emboldened reaction of a local and transnational right-wing willing to seek the most brutal vengeance. 

Now, an analysis of this political-military moment in the making means that we should consider the fact that the opposition’s “guarimbas;” the assassination of Chavistas in the countryside and in the city, the incessant infiltration of Colombian paramilitaries, the training of Bolivarian militias, the strengthening of the civic-military union, and the military patrolling of Venezuela’s borders by emerging powers [Brazil, Colombia under a NATO agreement], are much more than a testimony to unbridled Caribbean passion.  

Rather, they are the symptoms of an entire stage which merits specific categories of analysis in order to understand the militaristic radicalization of U.S. imperialism in its long but unrestrained global decline. In our view, ignoring this dimension of the process leads to superficial analysis that point towards authoritarian deviations, presumed “self”-coups, or pointless militarization carried out by the political class of Latin American governments. The euro-centric yardstick of supposedly universal conceptions of democracy always underlies the optics of intellectuals prone to identify a democratic “deficit” in these latitudes 

Of course, there is a process of militarization and an escalation of violence; but far from being the result of internal factors, this militarization is permanently induced by imperialist aggression at all levels (diplomatic, political, economic, military, media, financial). Or should we mention the coups in Honduras, Paraguay and Brazil which preceded the present onslaught?

Vulgar theories on the “two demons” when analysing the causes of Venezuela’s violence are pointless: what does the “complex and shared origin of violence” – cited in the statement – actually mean? Or the apparently equal identification of right-wing extremists and left-wing totalitarians, which ends nonetheless by pointing the finger at the sole and condemnable party responsible for the violence: the state and the Bolivarian government! Precisely those who are insisting on a peaceful strategy!  

What should Fidel Castro and the Cuban revolutionaries have done, according to these intellectuals, when faced with the invasion of Playa Giron? Sit down to dialogue with non-existent diplomats while bombs were dropped on the Bay of Pigs? Confront the mercenaries’ rifles with ballot papers? Cautiously petition the OAS?  

The most elementary of critical analyses must be able to separate the wheat from the sheaf; to distinguish between initial violence, and the simply reactive violence of the popular classes and governments, as well as to understand, like Gramsci, that there is no peaceful or democratic (in the strictly liberal sense of the term) resolution to this class struggle. 

Sooner or later the ruling classes, in their electoral impotence, will resort to soft coups commanded by judicial or media corporations, and when these are proved to be useless, they will once again draw on their swords. 

For this reason, the so-called view which goes “beyond polarization” –  that futile attempt to watch over a crystal-clear reality from above, and through the fog of a merciless political struggle – proves impossible. It is about “taking sides,” as Gramsci explains, which does not mean blindly supporting a political process or its eventual direction, but rather choosing the side from which to make criticism, and from which to fulfill tasks specific to intellectual praxis. 

The “organic” intellectual is not a type of leftist intellectual, but the only type in the strict sense. That is, she/he who reflects together and side by side, without the mediation of tedious foundations, with organized popular subjects.  

It is not surprising that a petition signed by academics of such a high calibre ignores the most elementary categories of critical political analysis, and dispenses with an attempt to establish a real characterization of the Bolivarian process. 

Neither social classes, nor structural dependency, nor imperialism, are even mentioned in the petition, while these are tools that any Venezuelan communard has long incorporated into their political vocabulary, in what constitutes another facet of a process of radical democratization and the socialization of power.

Instead, we find that the statement notably fetishizes democracy in its liberal formulations. From what other conception of democracy is it possible to label as undemocratic a process that is combatting a Legislative Assembly in contempt of court for having sworn in fraudulently elected legislators, and which has tried, without having the constitutional power to do so, to remove President Maduro four times? Without a doubt this constitutes an attempt at a state coup, however, it [the National Assembly] continues to fully maintain its functions. 

From where else can an anti-democratic deviation be inferred in relation to a process that still actively mobilizes hundreds of thousands of people and which maintains widespread democratic bodies such as the Communes and Communal Councils? Where are the authoritarian elements of a government that responds to attacks on its institutions and street violence with the most protagonistic of responses: through the calling of a constituent national assembly to push forward the radicalization of a process that has long been stymied by external siege and internal errors? 

A return to a historicisation of democracy, to decouple it as an ideal from its imperfect institutional manifestations, and to de-fetishize its formal characteristics and understand new emerging forms, is vital to avoid falling prisoner to a liberal-republican, and more-over colonial, vision of what is democratic.  

Additionally, we believe that it is not possible to criticize the Bolivarian process, even from a consistent liberal view. Like no other process, [the Bolivarian Revolution] has taken up, deepened and radicalized formal liberal democracy through consultative mechanisms, plebiscites and referendums in an unprecedented way. There is no cut and dry or pure democracy, no democracy that is on the margins of history, or free from class, national, ethic, sex and gender determinations in the political struggle. There is or there will be democracy of the workers, the campesinos, the poor, the indigenous and Afro-descendents, the students, migrants, retirees, and women, only when the interests of the popular classes are imposed, by fair or foul means, by traditional or violent methods, through the electoral route or through a painful civil war. As always, those who will decide this are those who have everything to lose, but also everything to win in Venezuela and throughout Our America.
